This study provides crucial insights into local law-making processes at the subnational level by critically reviewing the existing local laws in Nepal. The study identifies some of the key contradictions, within, among, and between the local, provincial, and federal legislative orders of government and identifies gaps to possibly help build legislative capacities of provincial and local governments. The findings and observations in this study have been derived from the review of existing literature as well as field visits and consultations held with stakeholders in seven local municipalities in Nepal. The report provides scientific recommendations to strengthen local law-making processes and mechanisms to ensure its effective implementation. The study also analyzes local legislature from GEDSI (Gender Equality, Disability and Social Inclusion) perspective and identifies existing gaps, challenges, as well as opportunities to institutionalize GEDSI in law making processes.
