Building Climate-Resilient Water and Environmental Governance in Syangja

 

Coordinated local action is proving essential for building resilience in the face of intensifying climate impacts. In Syangja district, the Subnational Governance Program (SNGP) has been working with three local implementing partners to enhance climate-resilient water and environmental governance. 

 Following the heavy monsoon rains of July 2024, which triggered landslides, flooding, and water shortages, our partner Nepal Water Conservation Foundation (NWCF) conducted a hydrogeological assessment in Waling and Galyang municipalities. This study not only provided critical insights into the region’s water vulnerabilities but also laid the groundwork for informed decision-making. Based on technical findings and stakeholder consultations, NWCF developed a policy brief titled “Enabling Climate-Resilient Water Governance: Learning from Syangja District.” 

 The policy brief highlights governance challenges, including unclear roles and coordination gaps among government and non-government actors. It emphasizes the need for inclusive governance and climate-resilient planning. 

 The hydrogeological study significantly improved the understanding of local governments and communities regarding the impact of climate change on water resources. It fostered a sense of ownership and raised awareness about the importance of integrated land and water management, disaster preparedness, and climate-resilient infrastructure. This has led to stronger commitments toward sustainable solutions such as resilient farming, slope stabilization, improved infrastructure, and enhanced disaster response.  

 Meanwhile, our partner Forest Action Nepal released another key policy brief, “Fostering Collaboration Between Community Forestry and Local Government in Nepal.”  This brief advocates for stronger partnerships between community forestry groups and local governments to promote sustainable forest management and climate resilience.

 Through these initiatives, the program has not only enhanced local governance capacity but also laid a strong foundation for long-term climate resilience in Syangja.
