The resource book consolidates the day-to-day functions, planning and budgeting functions, gender and social inclusion responsibilities, and other functions that help in inclusive governance processes in local governments as laid out in the 2015 Constitution of Nepal and subsequent legislative framework including the Local Government Operations Act 2017, Intergovernmental Fiscal Arrangement Act 2017 and Federation, Province and Local Level (Coordination and Inter-relation) Act 2020. It serves as a guide for mayors and municipal chairpersons in translating the various constitutionally mandated jurisdictions of the local governments into their daily responsibilities. For example, it lays out their roles in the intergovernmental coordination and planning for sustainable development.
